Why and when to validate your license
Once you are settled in Panama, obtaining your local driver’s license is a fundamental step toward your independence and full integration. As a tourist, you can drive with your foreign license for a maximum of 90 days. However, once you obtain your residency permit, it is a legal requirement to validate your license to drive indefinitely in the country. Fortunately, Panama offers a direct and simple exchange process for most foreign licenses.
“Validating your license is the final step that gives you complete freedom of movement. It’s a simple administrative process that, once completed, allows you to explore every corner of your new home behind the wheel.”
The 90-day rule: your window to drive
It is essential to understand this rule: upon entering Panama, your foreign driver’s license is valid for driving for a maximum period of 90 days. This is a strict deadline set by the ATTT.
This grace period is designed to give you time to get settled and complete the necessary residency procedures before validating your license. Once you obtain your resident status, you must begin the exchange process to continue driving legally.
Essential prerequisites
Before starting the process in Panama, you must meet two fundamental conditions. Without them, the process cannot begin.
🛂 Valid Immigration Status
The validation process is only available to individuals who have already obtained resident status in Panama (temporary or permanent).
📜 Valid Foreign License
Your driver’s license from your home country must be current and in good physical condition. You cannot validate an expired license.
The validation process step by step
The entire process is completed in a single day, provided you bring all the prepared documentation beforehand. It is managed through SERTRACEN, the company responsible for issuing licenses for the ATTT.
The result: your Panamanian driver’s license
Once the process is complete, you will receive your Panamanian driver’s license, a document similar to a credit card. It will contain your personal information, blood type, and the categories of vehicles you are authorized to drive.
- Type B: Automobiles
- Type C: Light trucks
- Type D: Buses
Your first license as a resident will be valid for 4 years.
Checklist of documents to submit
Arriving with a complete document folder is the key to a quick process. You will need:
- Certification of your Foreign License: Issued by your country’s transit authority and duly apostilled.
- Original Passport and Copy: Along with your residency card (Cédula E).
- Original Foreign License and Copy.
- Health Certificate: The result of your vision and hearing tests.
- Blood Type: A document from a Panamanian laboratory certifying your blood type.
The most important document: authentication
The step most prone to errors and delays is the correct authentication of your license. There are two ways depending on your country of origin.
📜 Hague Apostille Route
If your country is a member of the Hague Convention, you must request a validity certificate from your license’s issuing authority, and then take that certificate to the designated entity in your country (usually the Ministry of Foreign Affairs) to have the Apostille affixed. This seal is internationally recognized and validates the document.
✒️ Consular Legalization Route
If your country is not a member of the Hague Convention, the process is similar but requires an extra step: after obtaining your license certification, you must take it to the Panamanian consulate in your country to be stamped and legalized by them.
Expert tip: preparation is key
The most critical and time-consuming step is the authentication of your license in your home country. Start this process before traveling to Panama. Contact the Panamanian embassy or consulate in your country, or the Ministry of Foreign Affairs, to understand the apostille or legalization process. Bringing this document already prepared will save you weeks of waiting.
Your responsibilities as a driver in Panama
Beyond the process: insurance and renewal
With your new license in hand, there are two important points to remember:
- Third-Party Liability Insurance: It is mandatory by law to have, at a minimum, civil liability insurance to be able to drive. We strongly recommend comprehensive coverage for your peace of mind.
- Renewal: Your license must be renewed every 4 years. The renewal process is very simple and does not require resubmitting foreign documentation.
Now that you can drive legally, the next step could be to import your vehicle or buy one locally.
Frequently asked questions about the license

The cost of the license itself is approximately $40 USD, plus the cost of medical exams (around $20-$40 USD) and the costs of authenticating your documents in your home country.

The first time a license is issued to a permanent resident, it is generally valid for 4 years, coinciding with the validity of the identity card.
